From wikipedia: The Citroën 2CV (French: deux chevaux vapeur, literally "two steam horses", from the tax horsepower rating)

Or more simply, deux chevaux is two horses.

The HP ratings varied over the life of the 2CV production run, going from 9HP all the way up to a monsterous 28 HP.

But some of these were really weak horses.
